To respond to the needs of the region, the Centre works to promote and uphold human rights by implementing pioneering and regionally focused Arabic-language training programmes dedicated to human rights, aimed at enhancing national capacities across the region. These programmes include training for diplomats, law enforcement officials, judges and public prosecutors, lawyers, national human rights institutions, government entities, journalists and media professionals, civil society organizations, and human rights defenders. The Centre also offers specialised courses on themes such as economic, social, and cultural rights, human rights indicators, and the methodology of training of trainers in designing, managing, and delivering human rights training.

The Centre’s work is primarily focused on delivering regional and sub-regional training programmes, while—on an exceptional basis—it provides support to national partners upon request. The Human Rights Training Programme also supports other United Nations agencies, in addition to OHCHR sections and field offices, in implementing their respective training activities.

Furthermore, the Centre develops and delivers online training courses in Arabic to ensure that the widest possible number of participants can benefit from its programmes. It is also currently developing Arabic e-learning modules to further strengthen its role as a leading regional hub for human rights training and education.
