Human Rights Training for Arab Diplomats

Regional training course for Junior Arab diplomats, designed to anchor human rights in diplomatic work and enhance the engagement of diplomats from the region with international human rights mechanisms and within the United Nations system.

Program Background:

In the framework of the mandate of the United Nations Office of High Commissioner for Human Rights (OHCHR) to provide technical support to countries and assist Governments in fulfilling their human rights obligations, OHCHR will organize a training course for Arab diplomats on “Engaging with the International Mechanisms for Human Rights”.
Starting from 2022, the new vision of the Centre was adopted, which aims to enhance the main training programs and develop key training programs and courses targeting specific categories, including the training course for Arab diplomats that is organized annually.

Objectives
The main objective is to establish human rights in diplomatic work and to enhance the knowledge of the new generation of Arab diplomats about the United Nations human rights mechanisms and the most important international instruments and their application. In addition to strengthening the capacities of Arab diplomats in interacting with international human rights mechanisms and the United Nations system. 
At the end of the course, participants will be able to:
-    Explain human rights concepts, principles, and UN standards, and relevance to the work of diplomats.
-    Describe international human rights bodies and mechanisms. 
-    Engage more effectively with the international mechanisms for human rights, including through participating in sessions, report writing, and following up on the implementation of their recommendations.

Methodology 
The course follows OHCHR’s human rights training methodology, with a needs assessment after nominations and pre-/post-training evaluations, plus ongoing feedback. It is highly participatory with discussions, group work, case studies, role plays/simulations, and practical exercises, and encourages participants to share their experiences throughout the training. 
Materials for all sessions will be provided, and expectations are set on day one, checked daily, and reviewed at the end
Participants are required to attend the training in its entirety to receive the final certificate of attendance.

Audiences
●    Arab diplomats with no more than 5 years of service working with the human rights departments at Ministries of Foreign Affairs. 
●    In the selection of the participants, priority is given to Arab Diplomats from each country in the MENA region, who have different levels of experience. In the selection of the participants, priority is given to Arab Diplomats who need to know the International Mechanisms for Human Rights in order to correctly complete their Human rights duty in the workforce.
